NOTICE TO BIDDERS

Sealed proposals will be received by Buffalo Township, Washington County, Pennsylvania at 400 Buffalo Center Lane, Washington, PA 15301 for the GUIDE RAIL REPLACEMENT PROJECT until 11:00 AM on Wednesday September 3, 2025.  The bids will be publicly opened and read aloud at that time.

GUIDE RAIL REPLACEMENT PROJECT – Includes the labor, materials, and equipment necessary for removal and disposal of sections of existing guide rail and installation of approximately 1,315 LF of Type 31 Strong Post Guide Rail along sections of Clarke Road, Buffalo Church Road, Grouse Hunter Lane, and McClelland Road.

A motion on the bids will be made at the regular Buffalo Township Supervisors meeting held at 6:30 PM on Wednesday September 3, 2025.

Proposals must be on the forms furnished by the Township Engineer.  The bid must be accompanied by a certified check or Bid Bond in the amount of ten percent (10%) of the bid price, made payable to Buffalo Township.

The bid envelope must be clearly marked GUIDE RAIL REPLACEMENT PROJECT.  Buffalo Township reserves the right to reject any or all bid proposals or any portion thereof.

Attention of Bidders is called to the requirements concerning the payment of not less than the prevailing wage and salary rate provisions of the Pennsylvania Prevailing Wage Act 442 for projects exceeding a total cost of $100,000 or greater.  Awarded bidder shall provide 100% Performance Bond for the project. Liquidated damages will apply at the rate of $500.00 per calendar day.

Bids may be held by Buffalo Township for a period not to exceed sixty (60) days from the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding the contract.
