2026 Seal Coat Project

NOTICE TO BIDDERS

Sealed proposals will be received by Buffalo Township, Washington County, Pennsylvania, at 400 Buffalo Center Lane, Washington, PA 15301, until 12:00PM noon on Wednesday, May 6, 2026, for the “2026 Seal Coat Project”. Bids will be publicly opened and read aloud at that time.  Review and consideration of the bids will occur at the regular Buffalo Township Supervisors meeting scheduled for  6:30 PM on May 6, 2026.

The “2026 Seal Coat Project” includes the labor, materials, and equipment necessary to install approximately 109,053 square yards of PennDOT approved Seal Coat treatments to various streets of the Township.

Proposals must be on the forms furnished by the Township Engineer. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid price, made payable to Buffalo Township.

Bid packages are available at no cost via download from the Harshman CE Group, LLC website at www.harshmanllc.com under the “bidding” tab. Hard copies are available at the Engineer’s office, Harshman CE Group, LLC located at 2455 Park Avenue, Washington, PA 15301, upon payment of $20. Checks are to be made payable to Harshman CE Group, LLC.

The bid envelope must be clearly marked 2026 Seal Coat Project. Buffalo Township reserves the right to reject any or all bid proposals or any portion thereof.

Awarded bidder shall provide a 100% Performance Bond, 100% Payment Bond, and 10% Maintenance Bond (1yr) for the project. Liquidated damages will apply at the rate of $870.00 per calendar day. This project is subject to PA Prevailing Wage requirements.

Bids may be held by Buffalo Township for a period not to exceed sixty (60) days from the date of bid opening for the purpose of reviewing the bids and investigating the qualifications of Bidders, prior to awarding the contract.
